Formed by an act of the New Jersey Legislature in 1804, the township grew around two distinct centers: the Milton and Oak Ridge section to the south and the Lake Hopatcong shoreline to the west. Early industry and rail access along the Oak Ridge corridor shaped the township's growth, but the lake ultimately came to define its identity. Today Jefferson contains more of Lake Hopatcong's shoreline than any other municipality, anchoring it to the largest freshwater lake in New Jersey. The township's hilly terrain has historically concentrated development in these two areas. Lake Hopatcong functions as the recreational and social heart of Jefferson, supporting boating, fishing, and lakefront dining, while Oak Ridge and Milton retain a more village-like, inland character with older homes, small commercial clusters, and access to Route 23. Much of the remaining township is preserved as state and county open space, including Mahlon Dickerson Reservation, the largest park in the Morris County system.
